Documents the new "Migrate to Workload Identity Federation" flow for GCP cloud accounts, letting users move existing service-account JSON connections to short-lived federated tokens without redeploying clusters.

Context
Triggered by an upstream change that adds an in-dashboard migration path: a Migrate to Workload Identity Federation button appears on the GCP cloud account detail page for projects with WIF enabled. Clicking it generates a Cloud Shell deeplink and setup command that provision the federated identity in the customer's GCP project. The existing service-account JSON credential continues to authenticate clusters until the WIF bootstrap callback completes, so there is no downtime during migration. The feature is rolled out per project, which is called out as an info callout in the docs.
